What the best way to determine if that’s the right length for my boat/rig? From the picture it looks like the length is fixed not adjustable.

First, I think shipping to CA would be astronomical.

Second, this is a fixed length spinnaker pole, designed to take compressive loads from a symmetrical spinnaker. You could use it to pole out a headsail (with a ~11' foot length) but it's way overkill as a whiskerpole for a sail that small.
