The hand pumps are a multi-stage pump that can pump upwards of 4000psi.
If it was me using one, I would strip it and clean it and then use silicone grease on the o-rings or Christo Lube which is better imho to remove any contaminant issues.

Personally, for someone who travels and can get a tank filled, I would go with a pony bottle and a long food grade breathing hose extension as has been suggested. I wouldn't worry about a BC if it's just for hull depth diving. Deeper diving without a BC is quite doable but it is a bit more difficult as there are buoyancy issues.

Based on this are these tanks viable to use? When I’ve needed one I have not been near a dive shop to refill? If it does take an inordinate amount of time and effort to fill then I guess not?
