Is the ICC required

Is it true that if the boat is registered in France and it is flying the French flag The only requirement in France is the CEVNI? And the ICC is not required.

CEVNI is for Inland navigation only.
There is no CEVNI certificate though. ICC CEVNI test simply gives you the Inland category on your ICC. This shows that you have understand traffic regulations for inland waters.
