Being as the eyes are featured on a lot, but not all lures, I doubt the lure makers would go to the trouble of spending so much time and energy on featuring the big eyes as many do, if they didn't get positive feedback.

Something you can see on the Albacore is they have a huge eye. That being said, I think the lures are for catching fisherfolks more than the fish. You can strip out aluminum cans and white plastic garbage sacks to recreate a usable jig. If it mimics the naturally occurring food source, the fish will hit it. Albacore like squid, so if it reminds them of that or anchovies, they should hit it.
