Where's the best place to register my sailboat?
Im a brazilian citzen buying a french flaged vessel VAT NOT paid.
The vessel is in Seychelles.
What are the cheapest options to register it ?
I was looking for BVI but I see theres anual costs.
The boat is 16 years old and to register it in seychelles theres need to do a survey that will raise my costs.
Is there a place that accepts registration online with low costs?

The usual is to register the boat in the country for which you are a citizen. That is usually the easiest. There are cases that isn't best, and I don't know particulars for Brazil. Is there a reason Brazil won't work for you?

for you in this situation(you not return boat to brazil) is Poland.
1 time fee,no annual cost for now

The boats not in the EU so.. no VAT.
Mind, you may well get hit if you sail into an EU port..

no. also you can sail in EU water limited time with no VAT. if boat stay in EU permanent pay tax,if boat stay in Brazil register in Brazil and pay tax.

I plan to go to europe from there.
That 18 month exemption for VAT aply in the case of Poland flag? That would be great for me

The flag has no bearing on whether you pay VAT or not

This information is incorrect. Temporary importation of a yacht in the EU is only possible if all 3 of the following conditions are met: - The yacht isn’t registred in the EU
- The owner isn’t a resident of the EU
- It’s for private use
While you might meet condition 2 and 3, with a polish flag you’ll always fail the first one. In that case, VAT is due the first time you touch an EU port.
(For simplicity’s sake I used EU as synonym for EU VAT-zone. If you want to play games with the Canaries or Mount Athos, research that on your own until you understand it properly)

But it's interesting though why the country of registration (a very loose concept, "which flag shall I choose?") should play a deciding role on whether one needs to hand over up to 22% tax (is that the max in the EU?). Residency of the owner, yes that's not really discretionary so can appreciate the importance of this when determining VAT liability but flag on boat... well just choose wisely then.
So I guess some interesting info for the OP here. And for me too, good to continuously learn.

Vanuatu seems to be a popular choice here in the states. Port Vila specifically.
