With the increase in sailing vessels using foils I have been wondering where they sit in the stand-on/stand-off hierarchy? Are they considered Wing in Ground? I suspect not since I believe the definition of WIG craft is that it is capable of being entirely out of the water
and since the foil is still in contact with the water
I don't think it qualifies. Are they treated like any other sailing vessel in stand-on/off situations? Are they considered limited to maneuver when up on their foil? I have been treating them like any other sailing vessel but it would be good to know what my expected behavior should be when encountering one in close quarters.
