Before suggesting what to do, there are some questions.
Is the boat a junker or not?
Does she have a way of contacting him?
How long has the boat been there?

I would do a Documentation and registration search, then put a lien on it.
If the search shows a mortgage holder, contact them, and say the boat is here and abandoned.
Maybe chain it to the dock.
I would hesitate to remove anything, or damage the boat. Paybacks could be hell.
As recommended, contact a salvage company and discuss the problem.

If it’s CG documented (likely if no state numbers on the bow), it’s extremely easy to put a lien on a CG documented vessel ($8). You don’t need a lawyer or get any sort of approval. The lien just sits there on the boat title.

In the lien double the monthly dock rental rate since he didn’t sign a contract. Plus a high interest rate for payments in arrears. He won’t be able to sell the boat until he can prove the lien is released. She will have all the leverage.

Get the name and address information you need from the online documentation database.

Send him a copy of the lien. It will get some action to stop the ongoing monthly charges.
