So it is OK to break Mexican immigration laws, but not OK to use incorrect VHF protocols?

In our experience and observation, what people here are telling you is correct. In fact, at one time, people were leaving New Zealand without clearances--long story, won't go into it now--but, these same folks were welcomed normally in Noumea.
