Two big boats is better if you have multiple people with the same goals I think.

Leaving the dinghy out to see and taking the big boat in would cause less suspicion probably. Be too risky for me so maybe a sea anchor and a radio or some redundant means to locate the dink on your way back out.

and for that matter many countries wont be happy for you to be 24miles off shore in a RCD Cat C "rubber dinghy" they may well prevent you leaving for your own safety!

From memory; (it's been a long time since I have done this)
Passport
clearance stamp from last port of call
crew list and Zarpe (exit clearance from last port of call for ship and crew)
Ships documentation
insurance if staying in marina
proof of funds to leave (French Polynesia)
Bill of sale (Costa Rica) copy not acceptable

You will visit in order:
Port Captain
Customs
Immigration
Agriculture
Some ports require a visit from a doctor

I have never been asked for AIS or MMSI numbers except Panama canal

Certain oceanic countries forbid the entry of raw meat, but allowed it if cooked. Rather than confiscate the raw neat (even frozen) they allowed us to cook it in their presence.

there are several companies which do sea doo adventures to Catalina island (about 25 miles) so it's not an impossible idea.

There is a guy kayaking (something between a kayak and a rowboat) across the Pacific right now. He left the Galapagos about a week ago. He seems to mostly be winging it. I don't think the boat is large enough to get documentation on. I doubt he has insurance. I figure that mostly when he shows up unannounced authorities are just bewildered that he made it and let some formalities slide, give him some food, and set him back on his way.

Someone donated some solar and a starlink to him, and he posts to Facebook daily.
