Mexican TIP issues

We cleared into Isla mujeres last week and have been trying to procure the temporary import permit (TIP). After all the paperwork was finally in order, the banjecito office couldn't process it because they found an existing TIP still open from a previous owner. I was directed to the aduana (customs) office at the Cancun airport but they said there was nothing they could do to help me..it was a banjecito issue. So now I'm back to square one. We're not in dire straits here as no officials are breathing down our neck demanding the TIP, but we're in limboland. There appears to be no way for us to cancel the tip ourselves without the previous owner, despite the fact we have all the documentation for the boat as well as a bill of sale onhand..

We're aware this isn't a new issue. Anyone else been here? Ideas, suggestions on where to turn next? I've reached out to the PO of the boat in hopes he still has the original TIP somewhere, but according to at least one source we saw, he would have to physically be here to cancel the tip, or we would have to have the boat in the US to try and cancel it ourselves.

I read somewhere last year an owner or previous owner can cancel a TIP by mail.
My boat TIP expires this March so I'm just waiting it out. I'll try to find the article and if I find it I'll post what it said.

O.K. I found something in my papers. The bad news is the previous owner didn't cancel the old TIP. The good news is there is a process to get this cleared up. It's not scary but it is time consuming. First see if you can locate the original TIP. If you have the original TIP with the backup data (the 8-1/2" x 11" equipment list) you can walk into Banjecito and cancel it. While there be sure to get a full TIP history on your boat. Then you will have to go to the Ministereo Publico (Public Minister) and file a report that the prior TIP has been lost by the prior owner. Next you have to notify customs (Aduana) with the report from the Public Minister. Be Patient. Aduana may or may not go to the boat and verify the hull number and any other identifying information.
Then you will need to return to Banjercito with the reports.
At that point you should be able to cancel all old TIPs and get a new current TIP.

In full disclosure I have not done any of this and am copying from some one else's work.
Sure hope this helps. Just remember to be patient and polite. You're in their country.

Thanks Bill. We actually just came across the same article in our research here. I have a certified copy of the bill of sale onboard which in addition to the current documentation should cover the bases for what is hopefully needed. I'll attach the full version of the article below for posterities sake. Hope this works!

And you're spot on..still smilin here. Notwithstanding the beaurocratic black holes the cruising TIP can create, the Mexican govt is acting quite generously to allow importation of a vessel for 10 years and beyond for the paltry sum of $50.

The Temporary Import Tempest Part 2

Since 2014, when I wrote an article regarding the current status of the Temporary Import Permits in Mexico, there have been numerous updates to the TIP system. The main change is that it is now computerized, as is most of Mexico.

This is a follow-up to my original article because of the numerous updates to the now computerized TIP system offices.

The basics are still the same. You apply for a TIP either online or at your first point of entry to Mexico. Or you may do so through an agent. You should find out quickly if you have any open TIPs on the boat and if you have an issue that needs to be dealt with.

All boats that ever had a TIP are now in the computer system. And cases have surfaced recently in which, for example, a person purchased a boat in Southern California, but the former boat owner (and seller) didn’t cancel his TIP. Perhaps he forgot to cancel it, or lost it etc. But when a new owner applies for a TIP they cannot complete the process if the prior owner, (or 2 or 3 owners back) never canceled the TIP.

That’s the bad news. The good news is there is a process to get this cleared up. It’s not scary but it is time consuming. If you are selling your boat it’s very important for you to cancel your TIP when you leave Mexico.

First, see if you can locate the original TIP with all the required back up from the seller or prior owner. If you have the original and all the back up data (the 8 1⁄2’ x 11” equipment list) that was issued with the TIP you can simply walk into Banjecito and cancel it. While you are there be sure to get a full TIP history on your boat. It has happened where the seller of a boat canceled his or her TIP but the owner prior to them did not.

If you bought a boat and have an issue, go to your first point of entry into Mexico with a certified copy of your bill of sale, a current document – and a large amount of patience. But you will need to go to Banjercito and get a history (or status) of the TIP for your particular vessel. Then you will have to go to the Ministerio Publico (Public Minister) and file a report that the prior TIP has been lost by the prior owner. Next you have to notify customs (Aduana) with the report from the Public Minister.

Again, be patient. Aduana may or may not go to the boat and verify the hull number, document number and any other identifying information. Then you will need to return to Banjercito with the reports. At that point you should be able to cancel all old TIPS’s and get your current TIP.

Try to remember through all this that you are not in the USA. Always be respectful to the authorities. We are, after all, guests in their country. Mexico allows us 10 years on our temporary import of a non- Mexican flagged vessel with no tax other than the cost of the permit.

We physically had the previous owners TIP in hand when we went to the Banco and there was no problem with them canceling the old TIP and issuing a new one.

Update if anyone has a similar problem in the future..We were finally able to get the previous TIP cancelled at the Puerto Juarez Banjercito.

Bring your boat documents and a certified bill of sale. Get there first thing in the morning. Seek to gain some empathy with the folks at Banjercito by being kind yet firm, gently reminding them of all the runaround they've made you do and that you're in fact out of places to turn. Get them to call into Aduana Centro (Central customs office in Mexico City). Aduana Centro can cancel the previous TIP if Banjercito really wants them to. Then you're on your way.
