Looking for a link to the Colregs as issued in English

Not sure if I'm having a case of old fart brain fade or not but I can only find regurgitated versions which seem wrong to me and they are not the current original version.

This is published by the USCG. On alternate pages it has our Inland rules which you would have no use for unless you travelled to the USA.

Unfortunately both documents linked are no longer current (notice that they lack rules 39, 40, & 41).

A reasonably current version is included with the US Coast Pilots, and a stand-alone copy may be found here:

I've long felt that's a rather dangerous way to publish the 'local' regulations; it works for the 99% of yachties who remain in home waters, but we've met dozens, perhaps hundreds of cruisers from the USA who aren't aware of what's a US as opposed to an International regulation. The 'You don't need to show an anchor light in a designated anchorage' is a favourite misconception, not only is it plain wrong internationally, it's wrong in 95% of instances in the USA too.

But it's hardly worth the bother - it's just legal gobbledegook about Governements verifying national compliance which really says very little.


Here's the three additional Rules


PART F – VERIFICATION OF COMPLIANCE WITH THE PROVISIONS OF THE CONVENTION
Rule 39 Definitions
(a)Audit means a systematic, independent and documented process for obtaining audit evidence and evaluating it objectively to determine the extent to which audit criteria are fulfilled.
(b)Audit Scheme means the IMO Member State Audit Scheme established by the Organization and taking into account the guidelines developed by the Organization.
(c)Code for Implementation means the IMO Instruments Imple-mentation Code (III Code) adopted by the Organization by resolution A.1070(28).
(d)Audit Standard means the Code for Implementation.
Rule 40 Application
Contracting Parties shall use the provisions of the Code for Implementa-tion in the execution of their obligations and responsibilities contained in the present Convention.
Rule 41 Verification of compliance
(a)Every Contracting Party shall be subject to periodic audits by the Organization in accordance with the audit standard to verify compliance with and implementation of the present Convention.
(b)The Secretary-General of the Organization shall have respon-sibility for administering the Audit Scheme, based on the guidelines developed by the Organization.
(c)Every Contracting Party shall have responsibility for facilitating the conduct of the audit and implementation of a programme of actions to address the findings, based on the guidelines developed by the Organization.
(d)Audit of all Contracting Parties shall be:
(i)based on an overall schedule developed by the Secre-tary-General of the Organization, taking into account the guidelines developed by the Organization; and
(ii)conducted at periodic intervals, taking into account the guidelines developed by the Organization.

On a different note, I found this item on page iv (page 4 of the PDF); :The Navigation Rules and Regulations Handbook, formerly produced by the Coast Guard - Office of Navigation Systems, was retired in May 2020. Not all U.S. Navigation Regulations found in Title 33 of the Code of Federal Regulations are contained in this book."

To me, this suggests that the book is incomplete and if so, are the missing regulations those that Stu referenced?

The PDF you ask about DOES include rules 39-41 which are the ones Stu referenced and posted above.

Well, they are not telling you anything is necessarily missing. They are telling you that they last upgraded that document in May 2020. You might note, their specific reference is to US Navigation Regulations - not to ColRegs. You can look up Title 33 directly if you are concerned about any possible recent changes or additions.

I think it's been quite some time since the last substantive change to the International Rules; as Stu mentioned rules 39-41 aren't particularly relevant to the sailor.

For those in the US, I believe the Inland Rules have a few additional edits. Compare US Inland Rules 1(a) and 1(g) between the new link and the old book for an example, or the wording changes in 25(d).

Schedule 1 of this link contains COLREGS 72 plus "Canadian Mods" .
I presume that the above COLREGS 72 are the official international COLREGS 72 applicable worldwide.
Outside of Canada you may ignore "Canadian Mods" .
Am I correct? / Len

Read Section 3
Not if its a Canadian vessel:
"every Canadian ODAS and Canadian vessel located in any waters, including every Canadian vessel that isan exploration or exploitation vessel engaged in explo-ration or exploitation activities pursuant to a licenceissued by the Government of Canada"
