Importing parts to Mexico under boat TIP

Greetings-

Need to import a new Radar to the boat which is in Mexico.

I have heard a lot of conflicting information about this.

One thing I have heard is if the boat has a TIP repair parts should be duty free.

Another I have heard is any shipping is dangerous and requires bribes to get your stuff.

Need to bring in a radar dome. Thinking I will make a box for it and fly with it as checked baggage. Then show the TIP to customs.
