federal/state licencing

Does anyone know if there are currently any states who do not require state licencing if you have a federally registered vessel?

I know at first it may seem obvious, but which country are you referring to? And do you want to include the Island states or territories? For instance the Cook Islands are part of NZ, that is just an example as I know NZ has provinces not states.
