Careful with that one ... only valid under the COLREGS ... not valid for the USA inland rules ... nor in Canada.

All of this is only one of the reasons I run an 8 foot rowing dinghy. All I need is a flashlight, and the PFD with the whistle in it. Plus, authorities always seem so amazed to see me rowing, they don't even bother to stop me and ask anything....
Of course the main reason is I love to row ... LOL

The rule in Florida is this: If in FL 90 days or more, you must register not only the dinghy, but the mothership as well. Therefore, your friends either must be prepared to prove they've been in FL less than 90d or they need to go get a couple reg stickers at the local county tax collector's office. Apply sticker on the port side.
As for dinghy nav light, an all-round white will suffice. Get one of those LUCI lights and put it on a stick where it will be high enough to be seen 360.

A simple warning about registration is fair enough, they have time to either apply for an exemption or register. About the lights, I believe all vessels should be lit at night to avoid being collided with, you can get very dead very quick if a high speed vessel runs you down in the dark.

Not in Florida waters (or elsewhere in the USA inside the COLREGS demarcation line). Florida incorporates the Inland Rules into state law by reference. Rule 23 in the Inland Rules differs from the (international) COLREGS in this area. Under the Inland Rules, powerboats under 26 feet are permitted to replace the separate sternlight and steaming light with a single all-around light, but must still display sidelights.
See 33 CFR § 83.23 and Florida statutes, Chapter 327.50 (2)

You said they have to prove they've been in FL less than 90 days.
It is really important to understand that florida is a "guilty until proven innocent" state because the police officers actually violate federal law and although they are committing crimes, they are protected by "qualified immunity" and cannot be held accountable for their illegal actions.
Unlike most states, this is very problematic and honestly it is best to avoid florida.

The Orion “Hear-Me Safety Whistle”, for instance, can project a blast up to 116 dB(A) [measured at a 1-meter distance], and stops working only when you run out of breath. Depending on weather conditions, whistles can be heard up to a mile away.

There is no requirement to "have" lights, there are requirements to "display" lights after dark. At least in the ColRegs, perhaps FL law is different but I doubt it.
Rule 20(b), same for international and inland: "(b) The Rules concerning lights shall be complied with from sunset to sunrise, ..." Part (c) also talks about using in restricted visibility (but not necessarily required).

Nav lights are required and I’ve been stopped simply because my head was blocking my stern (white) light on my dinghy relative to the FWC boat’s position. That said they saw that myself and the other person where wearing PFD’s and quickly blew it all off. The reason FWC is is aggressive is the number of homeless folks on the water with unsafe boats and various city ordinances.
The OP probably won’t get harassed outside Florida

I too got stoped in Florida. My boat is Canadian flagged. But as my dinghy was clearly marked as Tender to XXXX they let me proceed.

Addressing the title of this thread, I know that Canadian federal registration is required for any motorized vessel, dinghy or otherwise, if travelling internationally. I imagine that if a Canadian registered boat is travelling in shared US Canada waters, the rules are more lenient. Provincial registration is not sufficient for international travel. This is regardless of size of outboard, which is a consideration for Canadian registration within Canada i.e. required for any vessel with 10HP or more.

Had a similar conversation with the ramp attendant at my local boat ramp in NJ. I haul my Laser up on a hand dolly and launch it one-handed. On arrival one day this past year, she asked where my registration numbers for the boat were displayed. Since it is a dinghy and has no motor, I told her it was unnecessary, similar to registering a SUP or kayak. She continued to insist that it was necessary and that she worked for the DMV. I asked, doesn't the M in DMV stand for "Motor"?
Hoping she is no longer working the ramp next year.
