If I understand correctly, Zebra mussels where introduced to the US in bilge water from large ships, but the spread throughout the Great Lakes region is attributed to recreational boating, particularly trailerable fishing boats.

So how does one really balance environmental protection with recreational use of waterways? It's all about priorities and choice. Since those differ from person to person the whole thing could get really ugly.
