COLREGS according to Russian & US Navy

Both navy ships, really wanted to have a good look at each other while playing "Chicken of the Sea"

I see a vessel on a collision course to starboard. I'd take that as the video was shot from the give-way vessel...

Yeah, I know. There's a lot more to it than that. But it gives the Russians plausible deniability.

My thoughts exactly!

From the video, this looks like the classic "just abaft the beam" fine line confusion

....where the Russian believed he has starboard rights and the US ship judged the Russian to be overtaking.

Both were wrong in pushing it to a close CPA , no doubt due to a build up of naval testesterone on both vessels from not blowing their cerebral tubes[emoji4]

Incidentally this is one of the few scenarios where the US ship is allowed to alter course to Port, which I think they did from the 2nd part of the video
