Can I anchor my boat anywhere in Lake Ontario (Toronto)?

I'm 19 and new to sailing, and will hopefully be buying a 23' sailboat soon (finishing up the details of the transaction). I looked into marinas in Toronto, and the fees are enormous - way out of anything I can afford. So I was wondering, can I just find an empty cove close to the shore somewhere in the GTA and anchor there? I would just leave the boat there, and buy a cheap raft to paddle over to the sailboat when I want to use it. I haven't been able to find much online about the legality (and whether they enforce rules against this, in Toronto/Ontario.

You didn't find this: https://www.portstoronto.com/port-of...rocedures.aspx ? It looks like there are anchorages near the airport, but there may be limits to how long you can stay in them. It might be good to call the Port Authority to find out more. If your boat has a motor you may need a permit for a powerboat as well. Leaving a boat on an anchor (as opposed to a more substantial mooring) can be problematic.
