Boat Insurance

Is insurance mandatory (like for a car) in the US for a sailboat <20ft, or is that decision just up to the owner ? thanks.

If your using a marina or club facilities I'd say a minimum of Liability will be obligatory.... if your launching of a beach no its not...

Most marina's require you to submit a copy of your insurance form with your marina contract

I don't know of any states that require boat insurance, but many marinas and other facilities say they do, though they rarely ask if you are a transient boater. Liability only insurance without a survey is available from Progressive at reasonable rates.

Agree with the above... Not legally mandatory, but "LIABILITY" insurance is required by many marinas and boatyards. It is not that expensive, compared to full hull coverage.
