To be fair, the Jabatan laut, customs and immigration departments have been very “hands off” with the yachting community for like...ever. Where else in the world could you do 90 day Visa runs across the border for 1 day out and get another 90 days visa again. Ad infinitum.
It’s only been in the last few years that regulation started to appear and might well have been provoked by the incident where an abandoned steel yacht wiped out the Westin hotel jetty and the hotel had to rebuild it at their own expense.

Used to be the norm for many if not most "less developed" countries. Gave them income but still controlling the criminal elements.

Then more and more riffraff kept showing up, put down roots making trouble spoiled it for the rest of us.

Sorry for peeing on your thoughts op but It is a foreign country accept Their rules god forbid the locals are getting annoyed at Jonny foreigner seems it is their right to drop anochor as they please , it is also happing in the S pacific as well as cruisers are thinking they have some given right in another’s country , as soon as you hit their 12 miles limit obey their rules and do not sign a petition that has nothing to do with you ....
IT is always some else’s fault not any one signing the petition no no no not me !!!!

What you propose is bureaucracy. Now you need personnel (salaries), uniforms, boats, training, liability. Should the municipality assume those costs?

Are there enough transient boats to cover cost, or do they need to impose a 'cruising permit' fee. At that point do we start 'yelping' about it being a money grab??

It's not clear to me if this 'Port Circular' from 2016 is simply re-enforcing the designated anchorage for (as it says), the Port of Langkawi, ie Kuah, or the whole of Langkawi Island and area.
I recall a post on a local Langkawi Facebook Page which suggested speaking to the Harbour Master who would explain. The inference was it wasn't as bad as is being promoted.
I don't know the outcome of any such chat but I for one would be interested to hear from someone who has spoken directly to the authorities.

Could someone please advise.

I recently visited the Jabatan Laut regarding insurance policy coverage but the subject of designated anchorages did arise. The position is that there are only two places that are approved, Bass harbour ( kuah town anchorage) and the area between the Harbour park marina and the two artificial islands that were formed when the marina was dug out. Boats must be occupied and the advice was that un occupied vessels could be removed by the department and sold ....though so far the only un occupied boats that actually have been sold @ ones that have dragged or otherwise gone adrift so I don't think the average cruising yachts ( live aboards) have much to worry about. There have been reports of yachts being approached by "Maritim" at Pulau beras basah and informed that they are in a non anchoring area but not forced to move.
The loss of the Pantai Cenang anchorage was difficult to accept at first but now with all the jet skis, parasailing and tube towing it's not a place you would even want to anchor near. The same watersports intrusion is in progress at the harbour park anchorage so hopefully the cruising community doesn't lose that one too.
Commercial interests have closed some of the best beaches to everyone other than hotel guests, another casualty of the progress being made in the name of tourism.
I have doubts about the use of a petition to try to alter the trajectory of events in Langkawi, it's still a good place for cruising yachts and a petition might change things for the worse.
