No, it isn't.

Use quality epoxy, like WEST System. Though, for filling the large cavity, I would consider using something like Splash Zone Compound, as there is no great structural requirement.

Hey everyone.

This is a NON-STRUCTURAL repair.

The OP just wants to fill the depression in the hull under the stern tube to prevent water collecting there. He could fill it with almost anything that's waterproof.
Sealing with neat epoxy first to prevent osmosis style water intrusion is a good idea. Then any waterproof filler will work. A layer of glass and epoxy on top will keep the area neat and clean.

I might be tempted to sand the surrounding hull well to get a key, fill the hole with car body filler (polyester) to build up and then glass over it with csm and polyester resin making sure the edges are well bonded. ... that should do a fine job. in my experience, polyester filler is used a lot in fibreglass boatbuilding... and most importantly....relax! it's plastic! it won't rot or rust like timber or steel... also. if you want to build up the area around the stern gland a bit you could give yourself a bit more meat to bolt to....
