Will 4200 bond to fresh 2000e barrier coat?

I put a few coats of 2000e barrier coat on today, and really need to get my thruhulls installed tommorrow. I plan on bedding the thru-hulls with 4200.

Does anyone know how long the barrier coat will need to dry before the 4200 will bond safely to it? Could I add more barrier coat and then 4200 over it the same day as long as its dry to the touch? Or should I sand the barrier coat off under where the thru-hulls will be entirely?

I would say yes it will stick, call the manufacturer to be sure they are great! but for below water line thru hulls I would use 5200 myself but thats just me.
