Surveyor talk for: since the owner and the buyer agree that these noted discrepencies on the vessel are not serious (enough) for the current owner to pay for their being corrected, they will be deferred until the new owner can do/pay for them.

Sounds like language left over from when it was a seller's market.

My best legalise translates to this.

"we have agreed that there are functional deficiencies but, since there are no symptoms thereof, we agree not to address the aforementioned functional deficiencies with appropriate maintenance."

I am not a lawyer and so I may be entirely mistaken but I don't think so.

My advice, get a lawyer to review this and, if you won't/can't, walk away.
