Ah ha! You are all very clever forumites! Thank you!
I suddenly realised that I recognised the control box in the photo from stripping the boat. It had no label on it and was just a box of rusted out electronics with cut wires dangling from the bottom, so I tossed it out. (Actually, I assumed it had something to do with the powered Lewmar winch on the port side.)
So, two questions resolved with one post. Brilliant!

Had some friends with a steelie, who had troubles with barnacles in the intakes for their genset and main engine, who tried the ultrasonic discouragement method, and, reported that it worked!!! I was amazed, and wonder if anyone, anywhere has ever had success with it. They have them to supposedly repel fleas. Don't work. (she writes, scratching!)

Even the fleas left the new boat in disgust at the living conditions.

That was what I was worried about for sure. But the ultrasonics theory gave me the courage (just) to chip one away to see. And, Lo and behold, just plain fibreglass hull underneath.
I’ll admit it, tho, I was nervous.

I drive an aluminium boat that has hundreds of little plates like those epoxied to the hull. They all have metal spikes protruding from the middle. The insulation material is laid over the spikes and impaled onto the spikes. Then a one way washer pushed onto the spike to hold the insulation in place.
