Keep hosing it down with water. Eventually the paper admits defeat, then you’re just into spot adhesive removal.

+1 for Goo Gone. It is widely available at local and big box hardware stores. Let it soak in to the old tape. Cover with Goo Gone saturated paper towels if it dries too fast. Scrape off the old residue ASAP after old tape is removed.

Should have got a 12 year old nephew, he would have only have charged you 5$/hr...

My teak toe rail had 80 hours worth of sanding and repair into it before I covered it with the tape. I would be concerned that soaking it with WD40 would not be promoting good adhesion of the new topcoat. Next time I have tape stuck on a painted surface I will give it a try.
Besides my nephew needed money and it was tedious work I didn't want to spend my time doing. Win - win!

HI
I had the same problem in Australians hot Sun, found liquids to be messy and not good, used a heat gun carefully, once you've lifted the tape slightly to start, then heat it just behind where you're lifting, and gently pull, worked for me like a charm, slowly but surely
