Epoxy is far less brittle than polyester.
If applied in two thin layers like paint (in line with manufacturers guidelines) there is no flexing issue.

You are certainly not aiming for building up few millimeters.
If you where to do more than coating and want to add strength & thickness you would surely use fiber reinforcements (Roving, woven, UD, multi axial but NOT mat) with it.

There are proper primers to achieve good bonding of epoxy on GRP. Ask the manufacturer of choice.
