Spring topside cleaning

I bought my Tashiba-31 last year. When I last cleaned the topside I noticed that the water coming off the boat was chalky colored. Now that spring is here I want to take care of this.

I've been researching this and it appears what I need to do is to use a rubbing compound to remove the chalky finish then polish and wax.

Questions -

1. Is there an environmental issue with washing the boat and having the chalky water run off into the marina? I'm not talking about the cleanup from the rubbing compound - this is happening now during a normal wash with a brush.

2. Is this paint or gelcoat? How do I tell?

3. How do I determine is the existing coating is too thin to be fixed by rubbing compound and polishing?
