rudder foam

these rudders need to be sealed, also lots of blisters... how would you proceed?
Is there a pourable closed cell foam product that WONT take water? Cant I just foam them up to the water line? Should I NOT fill with foam?

They are from a Prout Quest catamaran, no steel inside!
