Rivet or ?

I have these fasteners throughout the boat in all of the wood that is attached to the fiberglass body. Are these rivets or what? btw...the center is not white...just a glare from the flash that I could not get rid of.

Does it have a threaded center? I can't tell from the photo. If so, it's a rivet-nut (aka rivnut). It works like a rivet but once it's fitted ,a bolt can be inserted.

No the center is smooth. That was the outside (decorative) side of it.

When the center pin is pushed in flush, it expands the segmented cylindrical tube attached to the outer ring. Usually sacrificial on most panel work.
