I’m not off shore (yet). and not a chemist. however, have had excellent results rebedding (when needed or when drilling new holes in your boat)...with butyl. Also, there’s kind of a common acceptability now regarding drilling holes and rebedding. Look up

Your surveyor perhaps might be referring to the use of other rebedding compounds, which over time crack and lose their effectiveness. Also, we’ve all seen shoddy bedding techniques. 5 years sounds extreme if the job is done properly.
