Question about survey comment on steering cables

Ok, I asked my surveyor to articulate what he meant on the following survey recommendation but I am being dense...

"FASTENING OF SHEAVES AND CABLES: Well secured, except, eye bolts on quadrant secured to nuts either side; this can cause fatigue breakage."

How else does one attach a steering cable?

does that mean that there are nut on both the front and back of the eye bolts? I could see that being a problem is the eyebolts needed to articulate a litte. The quadrant design may have been intending double nutting the bolts on the backside.
but this is just a guess.

I think you are right... although allowing them to "work" in the hole seems like a BS way to do things.. maybe it's typical?

ok that makes sense. When I get back to the boat I will sqeeeeeze myself under the deck and double check.

this year I dropped the rudder... the eyebolts were attached using a single nyloc nut and a washer.. ie..no nuts on the eye side of the eyebolt
