Partly Rotten Bulkhead

I am looking at purchasing a 1988 Catalina tall rig. I noticed some water damage on the port bulkhead from a leaky chainplate. The seller wants to reseal the chainplate himself but upon further inspection I noticed a bit of rot, no bigger than a thumb but noticeable when pressing on the bulkhead (see picture for where the rot is). We haven't pulled the chainplate out yet to see if there might be more damage. What recommendations are there for this situation? Should the whole bulkhead be replaced? Or would it work to just patch the spot where the chainplate is attached and reattach it? If so what kind of work would that entail and how much time? Would it be sound enough for light day sailing? Thank you for any and all help!
