Painting over uncured resin spots

I appears that I may have uncured resin spots coming to the surface of the gelcoat finishes in my heads and showers. My boat was built in 1996. I would like to paint these surfaces but I don't know the proper way to prep the surfaces and the best paint to use. Any help or experience would be greatly appreciated.

Following. I have some large areas of problematic semi-cured polyester. I tried painting with mekp, then cleaning with acetone and painting with various epoxy-based paints. No luck. The paint is strong enough and thick enough that it’s ok but it’s not bonded to the substrate properly.
