Overstuffed stuffing box?

I got our new prop shaft out of quarantine today! Very happy. I just filled the box nut with stuffing. I put 3 full loops in and as you can see it’s very full. It is also very tight around the shaft.

Is this overfilled? There are only a few open threads to seat it.
