Need touching up Interlux Brightside paint?

Just did three coats of rolling/tipping Interlux Brightside one part....
No pic yet
For some reason I was too stingy with the paint and some small areas would benefit from a touch up.

Should I lightly sand with 320 before touch up.... very light rolling with a 4" high density foam roller and very light tipping?

What is the best time to put on a second coat of paint to get the best bond. I am painting my Haven 12 1/2 with Interlux Brightsides, dark blue. ... instructions for recoating finishes in good condition is just to sand with 220.Is sanding t'ween coats needed?

Remove surface contamination by wiping down with Interlux® Brushing Liquid 333 or Special Thinner 216. Abrade with 220-320-grit sandpaper. Previously .

I did my deck with this a couple years ago. There's a couple of spots where I've made some scratches etc (moving the outboard onto the deck from the dinghy etc). I'm just going to sand with 220 and cover those spots, feathering into the existing coat outside the scratch areas.
