LoFrans Cayman 88 wiring question

I've pulled my windlass off for some much needed maintenance and found something confusing. There are three wires coming from the windlass. On my installation, only two of these wires are in use, the third - with 1/2-in of bare wire - was just laying there.

My installation has a main breaker and a down switch. The manual I have for this windlass shows a control box - which I don't have.

Can anyone tell be the purpose of the control box and a reason why my installation does not have one.

Does (did) your windlass only retrieve?

i.e. No powered "down"?
