Lifting-antifouling in Dom.Rep

Hello,
I will be shortly going to Dominican Republic where a friend of mine left his steel boat on a Marina. I will sail to Europe after a complete check.
We need to lift the boat and paint the hull. The boat is in the Santo Domingo area (South of the island).
I`ve been told that the Marina does not appreciate letting us work on that job so we asked for a quote.
It turned our to be an important amount.

Questions:
Is there any place in the area where to lift the boat and work independently on her hull? Otherwise, any place where to let the job be done at a reasonable price?
