It would not be a deal breaker in my view. You say the boat has been well cared for. That is a good start, and a good indication of what you are looking at.

The deck chip should be no issue - appears to be a void in the lay-up under the gelcoat.
The stern damage does not appear to be great, but of course needs to be checked properly.
The impact will have - apart from damaging the gelcoat, caused some separation of the glass mat, from the resin. Probably by a very small amount, but even if it penetrates more than is initially apparent, it is no big deal. There is no core down there - just resin and glass mat.

It could be repaired in the water - dig out the damage, check further, wash out well to remove salt, blow dry with heat gun, leave under a 'bandage' of paper towel and duct tape to protect from wave slap or rain.

Check next day to see if towel is dry - if not, more drying required.

Once fully dry, impregnate mat with new resin, build up, fair off, top coat of waxed gelcoat, fair, and polish.

UPDATE:

Luckily the USA border is still open and was able to drive back down to see the boat and had the survey, sea trial and haul out yesterday.

Got inside the aft cabin and removed back panel and checked out damage. There is some water that can get in and a little water inside. Surveyor says will need inside and outside fibreglass and exterior gelcoat repair but otherwise no other problems associated with it. Tapped around it and had a dead 6" radius or so. He said to throw some Marine 5200 sealant on it until we can get it repaired.

Top deck is a manufacturer defect and with tap and moisture metre shows surrounding area in good condition.

Crisis averted.

There are some other things that came up in Survey but will create new post to address it. thank you all for your contributions.

5200 is an adhesive. If your just going to slope something on there to seal it then use silicone.

Noooooooooo

If you are looking for a very temporary fix then just toss duct tape over the hole to keep additional water out

Adding silicone just gives you another problem to address might as well just pour epoxy in as it’s at least easier to remove
