Maybe, just maybe, the item was asking if the varnish will stick to the hardened epoxy. To which I suspect the answer is along the lines that there will be no chemical bonding so sanding is essential, but I guess the sanding would happen anyway.
This is important because it is common knowledge that it is only successful varnish that keeps wooden boats afloat. If you see a wooden boat with failing varnish you will often hear passing old salts growl "Agh lad, she'll be down with Davey Jones before me mornin' rum hits the sweet spot, be gum."
But I could be wrong. After all, it's only twenty days from April first.

When I buy a bucket from my local lumberyard I tell them I’m using it on a boat. After I have paid.
Their response is always “wait bring it back we have to charge you extra for marine grade!”

This really should be over in the sailor's confessional. I confess. I have used regular old epoxy to fix things on my boat. There. I said it. Glad I got that off my chest.
I checked today. My boat is still afloat. No gelatinous mass of conflicting chemistries. At least not yet. In a hundred years? I'll get back to you on that.

You’ll only have problems if you boat in a cool climate. Where are you? Hopefully not Canada. But in case you are, get rid of that boat right away before it sinks.

Well it's just as good as bubble gum and bacon grease. Will your boat sink, is a good question, generally if it fills with water, yes it will sink, but that really depends on other things , such as how deep is the water.

If the wood is kept dry by the varnish and it's an above waterline accessory you will probably be OK.

This is a sever warning that you have made a terrible error. Dollar Store epoxy attracts the dread polyestermites and you boat hull will end up looking like swiss cheese in no time at all.

I used indonesian dollar epoxy putty and heated it with a candle as well as thinned it to wet glass and I made it to the usa. Was this as good? No because all the filler already in not good for glass work but it did work. What you are working with is way better.
So it should be fine and you probably don't sink, it's more important how you used it than the type of epoxy but again, epoxy putty is worse.

Hardware store etc epoxy is not suitable for continuous immersion. It will turn rubbery and lose its bond. For any critical or underwater use use only epoxy rated for the duty. I found out the hard way. Fortunately on a small boat, no big loss and easily corrected.
I really like the US Composites 635 THIN epoxy for marine application and especially for lay up and wet out.

Not sure if this is a trick question, however, it's rather a generic question.
If you are asking if the failure of Dollar epoxy will sink your boat the answer is it's a possibility.
Not enough information.
