We've used the garotte method for removing deck prisms, obviously unsuitable for your job, in this case.

In aircraft maintenance I used to use .020 safety wire to cut fuel tank sealer, but with boats I’ve found that fishing leader wire is much stronger than aircraft safety wire.

Just another idea to contribute to this thread.....
52’ aluminum boat, stanchions bedded in aluminum pockets welded inside the hull. Tried heat, force etc, we’re ready to cut out the pockets....but.....
Placed a piece of steel bar through the hole in the stanchion where the bottom life line goes....now it is thru the stanchion and perpendicular to the stanchion but parallel to toe rail.
Used two hydraulic bottle jacks from the toe rail pushing up on the steel bar and raising the stanchion....worked perfectly.....
Now, about getting that bow thruster out.....that was another story.....
