Question How would this effect value?

Hey folks,

Found a boat I like (1984 Helms 24, asking $1,500) that seems to be a good deal, but wanted to see what you think about some work that needs to be done. Everything else is in surprisingly good shape, especially the electrical and the outboard.

(fyi, the white at the bottom of the photo is a snowy lawn, not part of the boat)

The hull clearly needs to be repainted, but also has some stuff like this. I'm very comfortable working with fiberglass, but my experience is almost exclusively on whitewater kayaks. These blemishes would not turn me away from a kayak, but wanted to see what you folks think.

Worth fixing or should I bail?

If I make an offer, how much (if any) would you factor in something like this?

For a Helms 24, used for seasonal daysailing, such things would not bother me a bit.

Grind out the bubbles, and fill them with glass and epoxy. Do the same thing when the boat comes out of the water next fall, and the year after that, and... I am sure you'll get posts with much more detailed instructions...

The boat is not at risk of spontaneous disassembly from such relatively minor blistering.
