Ferro Builders/Repairers

As can be seen in the pic, I need to repair most of the toe rail on my new purchase before I can do the big paint job.The reo bar is showing and exposed in a lot of places but appears not to have corroded at all. the morter has spread to 150% its thickness in a couple of places but only appears to be above the deck level, the deck is ferro as well.How do I fix it PROPERLY. Then what is then recomended for a capping,it had 1/4 x 1 1/2 inch flat bar on it welded down to the reo, but that has rusted and in my opinion caused the problem now.
I would love to hear from Ferro builders in the Melbourne / Geelong area especially anyone building a ferro at the moment,but advise is what I realy need.Thanks
