Engine compartment panels

The panels around my engine look like the attached. Some kind of foam that has degraded to the point there it's crumbling. Any suggestions for what to replace this with and how to clean the old cr** from the panels ?

Cleaning it up, face mask, scrapping and or sanding.

Is that self adhesive? If not, what would you recommend using?

3M Spray Adhesive
