That looks like impact damage to me, and if so I would certainly replace the glazing. While some repairs might be able to restore the look of the port, it will not restore the strength. It might only take a good hit by a wave to fail the port with unpleasant results.

From the photo, that is a bonded port (adhered similarly to modern auto windscreens), probably without fasteners.

My advice would be to replace it. Remove the plastic carefully so that the old one can be used as a pattern. A local glazing or plastic shop can fabricate a new one easily with the intact pattern. Make sure you clean the area of old adhesive and use the correct adhesive when reattaching.

If you do need a temporary fix to reduce leaking, you might try window tinting film.

That's from your jib car after tacking, while the sheet was slack, I'll bet. Call hatch masters. They'll make you a new one.

It looks like a pretty standard window. Adhesive/sealant with no mechanical fasteners. It should be fairly easy to remove and replace. Once it's out, any plastics place can cut you a new one.
