Cable pulley goes "where"!

Hi, I found out why I had a problem with the swingkeel the last time out...Does anyone have an idea where this pulley is supposed to be attached. I can't see anywhere that it came loose from. It's an Irwin 30, 1977
I found it (still on the cable) laying to the starboard side of the motor behind the bulkhead...A real hassle to get to! I took the pic from the small hatch in the adjacent quarter berth while my friend stuck his hand in to hold it up? I have no idea where it goes...you can see it has glue all over backside with screws that look to be way too short. Now I see why there was an issue with the keel!!! I guess I'm lucky that the keel went up before this piece took a dive.It seems to be one thing after another...

If you visualize a line drawn between the cable position, when the dropkeel is raised, and the exit position of the cable to the cleating ( or winch ) position in the cockpit, above and perpendicular to this line, you should see the block location.

Thanks y'all...It IS small in the big pic but I am trying to expedite all these chores before she gets hauled next week...I have an 8 hour sail to the haul out facility and I wanna make it with not too many issues.
I'll check out the position of this over the weekend and let you know...Thanks again.

It's a centerboard, not a drop keel.

Are my eyes deceiving me or was the pad held in place with 5200 or some other adhesive caulk?? As Blue Stocking says, trace the path that's needed to route the pendant from the center board to wherever it's sheeted. If that location is against the hull, epoxy the backing block to the hull and then put a couple of layers of cloth and epoxy over it to have some hope that it will stay in position. If it's mounted against wood furniture somewhere, screwing and glueing with epoxy is in order. You could through bolt it if it's against the hull with the fastener heads on the outside but that would require hauling the boat.

Ok, I'll try to find where it was and based on your info I'll do what is necessary to secure it permanently. Thanks a lot...
