Bottom paint chipping

I have a few quarter sized chips in my bottom paint, with a couple going down to the raw lead of the keel. It seems that there are several layers of paint between the top layer and the lead.

I'm thinking about going through the following steps to fix this:
- feather the edges of the paint so that epoxy will better adhere to it
- build up with epoxy + microballoons and then fair with 120 grit
- apply new anti fouling

Will this work? Does anyone have any other suggested approaches?

Sounds reasonable, but i would be curious as to how the chips were formed; was it from mechanical contact, or failure of the substrate. If the latter, more might be required.

It's from failure of the substrate (there was no mechanical contact). The last time a barrier coat has been put on was over 10 years ago I'm guessing, based on the number of layers. If the chipping starts getting bad, I'm thinking that it may need a new barrier coat but it's not quite to that point yet.
