If you are not going to fiberglass the plywood first, don’t use a two part polyurethane. It’s too hard and not very flexible. The wood will move enough to crack it eventually. I’d use Interlux Briteside or Pettit EzPoxy. Both are single part polyurethane. Follow the instructions for priming wood.
