yes, and the problem with more 'internal' stowage is you may not get them out in time (witness Cheeki Rafiki - which had them in stern lockers - still in there when the boat was found upside down and the crew all dead in the water). I'm honestly not sure which is the lesser risk.

Rather than tie it can you block it?
Fill spaces with something to keep it from shifting.
If its a life raft you probably want it to come out easily and quickly from its locker when / if you need it

No argument here as to the necessity of strong attachment points, which D/H is preparing.
The question is about onboard location that preferably is visible and allows easy deployment.
The word locker implies a space that is locked...but maybe it is just a speciall recess. DH will know best.
Few years ago a young lady from Israel was with a friend on a boat that lost its keel and capsized 'turtle' in the Indian ocean. If I remember correctly they had to dive and release the L/R from the underwater deck (luckily the L/R was not self inflatable as in such case it will inflate under the boat and maybe impossible to take out).
I wonder if they could release the L/R from a dedicated deck locker.

Can buy any of those in the UK, but I presume that this is just done with acrylic structural bonding? Like the stuff they glue Beneteaus together with?

Shifting is not the problem. Rather losing it if the boat is rolled. It needs to be tied down.

If it is strapped down with a rescue knife taped to it there won't be a problem getting it out.

It is a shallow locker recessed into the low aft part of the coachroof (behind the cockpit) which contains nothing but the raft -- very well designed for purpose. The raft is basically sitting on the afterdeck with the cover above it and the coachroof wrapping around it.
