If you read the article, other vessels that utilize antifouling paint had the same issues.
I'm more surprised about the statement regarding the " return" of the barnacles , of course they're going to "return"!

What bottom treatment completely eliminates fouling - none.
As with most things, there's maintenance required.
And these guys are supposed to be the "professionals"?
And they don't have a cold weather wetsuit and scrapers aboard?

Indeed and the photo is of a different yacht suffering similar fait but more extensive. What's worrying is they only left France a couple of months ago and been sailing none stop rather than languishing in a marina for months on end. Presumably they were painted or scrubbed just before setting off.

The OP didn't say 'raving', he said "Rave Review"

Rave (verb): to talk with extreme enthusiasm

Raving (adjective): talking wildly or irrationally
