1991- 150 Evinrude vro - White Smoke or Possibly Steam

I was out on my boat when I noticed whit smoke or steam coming from the cowl or the bottom of the engine cover. The pee stream wasn't as strong. I changed the water pump in 2009 went out around 3 times then didn't use the boat until this summer. I went out on it 3 times this summer and the last time I went out I noticed the steam or smoke. I didn't smell anything like oil burning so I think the water pump might have to be changed. I still use the vro pump. Any input is appreciated. Thanks. Jon.

Sometimes the smoke from the above water exhaust relief will come back tru the motor hood Some motors have a rubber boot that connects the exhaust to the loewr pan that can crack and let exhaust in but i dont thing a 150 has that
