1708 which side up?

I am repairing some core problems on our Paceship PY23K.
Working from the deck I have removed some sections and am replacing the core with new Baltec.
I am using WEST epoxy and 1708 fabric.

Just curious. I have not found any thing yet that informs which layer of the fabric should face up.

Suggestions?
